BY-LAWS

Section 1. President. It shall be the duty of the President to preside at all meetings of this association and perform all duties usually pertaining to the office of president. This position shall not exceed two (2) consecutive terms by the same individual.
Section 2. Vice President, Administration. Shall perform all duties of President in the absence of the President. The Facilities Director, Clinics Director, Coach Selection Committee, and Publicity Director shall report to the Vice President of Administration, who in turn will assist the President in administrative duties at the President's direction.
Section 3. Director of Operations. Shall perform all duties of the President in the absence of the President and Vice President of
Administration. The Director of Operations shall support the President in all operations at the President's direction. Reporting to the Director of Operations will be the coaches and equipment manager, as well as all support people in the areas coordinated by the people listed above.
Section 4. Director of Tournaments. Shall coordinate all tournaments that are held by the association. Each tournament director shall report to the Director of Tournaments who in turn will report to the President.
Section 5. Secretary. Secretary shall keep the minutes of all association meeting proceedings and record it. He/she shall give notice of all association meetings, notify all officers of election and the names of newly elected members to the Treasurer and perform all duties of the office. The secretary shall further keep and maintain a complete historical record of all members and any other information the officers shall direct be kept.
Section 6. Treasurer. The treasurer shall receive and safely keep all funds of the association and, along with the President shall have check writing/signing authority for the regular association account. The treasurer shall pay all debts by direction of the board of directors and the president. S/he shall make an annual report of receipts and disbursements. The treasurer shall file a copy of the final financial status of the association with the board by June 30th of each year and with any State or Federal agency as required by law. No copies will be made to the general membership; however, a copy will be available to see. This position shall not exceed two (2) consecutive terms by the same individual.
Nominations for office shall be made at the January and February association meetings. All of the officers are elected by ballot at the annual elections at the March meeting and assume office on May 1. Elected and appointed officer's installation and removal proceedings are set forth in Article 8 of the Constitution of the Champlin Park Traveling Basketball Association.
Article II. All committees will be appointed by the President and/or the officers of the Board of Directors, as outlined in Article 9 of the Constitution.
Article III. Membership in the Association shall consist of two (2) groups.
Section 1. Membership in the association is defined in Article 6 of the Constitution.
Section 2. Voting Members. An adult who is eligible for membership shall be considered a voting member if the person has attended 3 of the past 6 meetings of the association.
Article IV. All dues and fees will be set by the Association. These will include, but are not limited to, the following areas: registration fees, late fees, advertisements, sponsorship, and whatever other fees deemed necessary to the association operations.
Article V. The Champlin Park Traveling Basketball Association shall abide by all basketball rules and regulations duly established by the respective state and national organizations and, with powers granted, set rules and regulations for the local association play. All special rules shall refer to the article when local association rules are passed. No local rule may directly or indirectly be contradictory to the spirit of Basketball.
Article VI. "Roberts Rules of Order" shall be the parliamentary authority of all matters not covered by the Constitution and by-laws of Champlin Park Traveling Basketball Association.
Article VII. Amendments to the Constitution and by-laws of Champlin Park Traveling Basketball Association shall be submitted and accepted or rejected using the following procedure: The amendment would be submitted to the Board and reviewed thirty (30) days prior to the official vote on the amendment. Notice of the amendment must be published in the Secretary's meeting minutes. Adoption of the amendment requires a three-fourths vote of the total voting membership in person or by proxy.
